A sourced review of theLotter's US courier in the three states it told us it serves: who runs it, how an order works, what the fee looks like, promotions, support and payouts.

theLotter, launched in 2002 by its own account, runs a US courier alongside its international messenger service. This review covers the US arm only, in the three states the company told us it serves, and it is built from written sources: the company's own statements to us, its regulatory registrations, and the two specialist reviews that have verified its US product most recently (bettingusa.com on 1 October 2026 and LotteryUSA on 21 July 2026). We have not placed an order ourselves and do not pretend to have.

Who runs it

theLotter.com was founded in 2002 and is operated by Lotto Direct Limited, registered in Malta (company C77583) and licensed by the Malta Gaming Authority (MGA/CRP/402/2017, issued 1 August 2018). Its US courier business is operated by NJ Lotto LLC, whose terms name Oregon, Minnesota and Arizona as its authorized states. Wikipedia says the company is licensed by the New York State Gaming Commission and lists five US states; the sources conflict, so check the state list on theLotter US before relying on either.

Where it takes orders

theLotter US's terms name Oregon, Minnesota and Arizona as its authorized states. Review sites list a longer footprint for the brand; bettingusa.com's review, verified 1 October 2026, lists Arizona, Colorado, Minnesota, New Jersey, New York, Ohio and Oregon. This page presents the three states in the company's terms and will widen the list when the company confirms more. In every case you must be physically inside one of those states when you order, as the terms require.

  • Oregon (18+): Powerball, Mega Millions, Megabucks, Pick 4.
  • Minnesota (18+): Powerball, Mega Millions, Lotto America, Gopher 5, North 5.
  • Arizona (21+): Powerball, Mega Millions, The Pick, Fantasy 5, Pick 3.

How an order works

  1. You pick a game and numbers in the app or on the state site.
  2. A theLotter employee buys the official paper ticket from a licensed retailer in your state.
  3. A scan of the ticket is uploaded to your account before the draw. The company's long-standing promise is a scan for every ticket; its How It Works page adds that for some lotteries it provides "a reasonable facsimile of the tickets for operational reasons".
  4. The original ticket is stored. theLotter US's terms credit prizes of $599 or less to your account; prizes of $600 or more must be claimed under the state lottery's rules.

If you want to see the order flow for yourself in Oregon, Minnesota or Arizona, the Powerball order page and the Mega Millions order page show the fee before you confirm. If you are outside those states, the courier will not accept the order.

What it costs

theLotter US charges a convenience fee on the service, not on winnings. The two most recent specialist reviews describe it differently: LotteryUSA (21 July 2026) says to "expect to pay up to a 30% service fee" and that, depending on your state, it is charged either when you deposit or when you place an order; bettingusa.com (1 October 2026) calls it "a small convenience fee upfront for each order" and notes that no commission is retained from winnings. Both agree on the mechanics: the fee is displayed before you pay, and the prize is yours in full after taxes. We quote neither figure as a current price; the order screen is the number that counts.

For comparison, local reporting has put competing couriers' fees in the 10% to 20% range, but those figures are dated and vary by source. What you are paying for at any courier is the retailer trip, the scan, the storage and the claim support; the odds are the state lottery's and do not change.

Promotions

bettingusa.com describes theLotter US's incentives as minimal: a 10% discount on multi-draw subscription packages (every tenth ticket free) and no welcome bonus. LotteryUSA mentions registration offers such as 15% cash back by email or up to 10% off local games. New Jersey's courier rules allow promotions at the courier's expense and let the Division order them stopped; New York requires advertising pre-approval. Treat any promotion as subject to the state's rules and the current terms on the app.

The app, support and complaints

LotteryUSA rates the app 3.5 out of 5 and reports live chat and phone support, with representatives responding to app-store reviews. bettingusa.com lists iOS and Android apps with winning notifications, jackpot alerts and instant payouts under $600. The recurring complaints in public reviews of the brand concern fees and the limited US footprint rather than unpaid prizes; its published winner stories include a $6.4 million Oregon Megabucks jackpot won by an Iraqi customer in the 24 August 2015 draw, and NBC News reported that lottery officials "consulted with legal experts who told them the online sale appears to be legal". Publicly documented US courier prize disputes involving theLotter are, as far as we can find, absent; we will update this section if that changes.

The international side, and who it is not for

Outside the United States, theLotter.com takes orders for US Powerball, EuroMillions, SuperEnalotto and other draws through the same messenger model, under the Malta licence; Mega Millions' FAQ says its rules prohibit agents buying tickets for players in other jurisdictions. Its terms restrict access by jurisdiction, so check availability for your country. Verdict

For someone physically in Oregon, Minnesota or Arizona who wants a ticket without a trip to the store and a scan in hand before the draw, theLotter US does what it says, under state regulation in two of the strictest courier markets in the country. Its weaknesses are the ones every review names: a narrow US footprint and a service fee that, depending on your state and the review you read, runs higher than some competitors'. Check the fee on the order screen, confirm your state's lottery age, and remember that no courier changes the odds.
